This report reveals that the tension between freedom of expression and privacy on the internet in Turkey is not one-dimensional, but rather exhibits a fragmented and dynamic structure. While there is a strong and increasingly vocal demand within society for the state to guarantee freedom of expression, more cautious and ambivalent attitudes are observed toward tools such as identity verification and data sharing.
